Workshop on “Standards Setting and IPR: United States and China”

The Tusher Initiative for Management of Intellectual Capital at the University of California, Berkeley is organizing a workshop to discuss investment in standard setting and the formation of IPR policies related to standards in the United States and in China.

The agenda for the workshop will be an open and informal round-table discussion on the following issues:

1. Investment in standards setting in China
2. Formation of Standards IPR policy in China
3. The recent IPR policy discussions in global standards bodies

a) The meaning of FRAND
b) Availability of injunctive relief for SEPs
c) Methods for determining royalty rates and base of SEPs

4. Valuation methodologies for IPR related to standards



The Tusher Initiative has invited the Chinese delegation from China National Institute of Standardization (CNIS) and Standard Administration of China (SAC), including but not limited to the following individuals:

  1. DG Deng Zhiyong, SAC
  2. Deputy President WU Xiaobo, CNIS
  3. Ms. Wang yiyi, CNIS
  4. Ms. Zhu Xiang Hua, CNIS

Other invited participants from the United States include research faculty, industry practitioners, and experts on Standards, IPR, and China.
