Mr. Epstein
joined Pacific Bell in 1983, and has served in various Legal,
Regulatory and Marketing positions, including having
responsibility for SBC’s Internet Services, Information
Services, Network Integration, Data Local Exchange Carrier (DLEC),
Out-of-Region Competitive Local Exchange Carrier (CLEC), Voice
over IP, and Long Distance operations.
Since 1988,
Mr. Epstein has had responsibility for SBC's product,
legislative and regulatory initiatives relating to the
development of Internet access, electronic commerce, advanced
telecommunications services, competitive local exchange service,
and long distance services. He has been active in industry and
legislative initiatives pertaining to encryption, information
security, local competition, privacy, and regulatory parity.
Mr. Epstein is
currently Vice President and General Counsel for SBC Data
Services, Inc., where he utilizes his experience to direct SBC’s
legal and regulatory strategies pertaining to broadband
technologies, emerging network architectures, and broadband
development. SBC Data Services affiliates include SBC Advanced
Solutions, SBC Long Distance, SBC Internet Services, SBC
Telecom, SBC Datacomm, and SBC IP Communications Services.
Mr. Epstein
received his B.A. from the University of California at Davis in
1980, and his J.D. from the University of Santa Clara in 1983.
Mr. Epstein is admitted to practice law in California and Texas.
